City Council

Ark is governed by the Council, a small group of five elected officials. Elections are held once a year -- though there are times when exacting circumstances necessitate the need of a special election. While, technically speaking, anyone is allowed to run for a seat on the Council, the winners have a tendency to be people who already have enough power and money to make that sort of thing happen. The council has seen a recent shakeup, however, as the public recently elected its first-ever Evo Councillor in a surprise victory.

All councilor positions are currently filled by adoptable NPCs

Ark Police Department (APD)

Made up of a fair mix of Typics and low- or mid-level Evos, the APD is responsible for keeping the peace in Ark. They patrol the city, investigate criminal activity, and make arrests. Many are also heavily involved in community activities as mentors and volunteers.

Department of Evolute Affairs (DEA)

Rumored to be a bit more blackhat in nature, the DEA is geared almost entirely towards Evo-related criminal activity and intelligence gathering. They deal with the cases that the APD isn't equipped to handle--mainly those dealing with T1s and T2s and fugitive Evolutes who've missed their Suppressant injections.

Despite having powerful Evolutes at its beck and call, the DEA does not generally flaunt or abuse its power. Like any agency, they need a warrant to investigate and must jump through bureaucratic hoops to get their job done. However, once they have jurisdiction, their restrictions are substantially more relaxed and “need-to-know”.

The DEA is made up of numerous departments with dozens of jobs from janitorial, clerk, and analyst positions to handlers and operatives. Their operatives are teams made up of an Evolute and a Typic (neither of which has more pull than the other), who always travel in pairs while on duty. They are located in Spire directly next to the Carrie Institute and work incredibly closely with it.

The Carrie Institute

The Carrie Institute is a general term for the Amelia Carrie’s Institute of Evolute Assessment and Training and Amelia Carrie’s Institute for Evolute Research and Life Science, both housed in the same building, though entirely separate entities. The bottom floors are dedicated to the public, government-funded boarding school which every Evolute child is required to attend from 12-13 years of age. During this year, they are not allowed to leave the premises except for field trips with a member of Carrie’s faculty or staff.

While there is, of course, a danger in putting children whose powers are not fully controlled into a contained location, Amelia Carrie’s Institute of Evolute Assessment and Training is a well run establishment with an incredibly trained staff. They utilize holograms, projections, and simulations to assess the power level of every Evolute child. While children are allowed to use their abilities inside the school walls, they are held responsible for inappropriate use of powers and disciplined or brought into counseling and training appropriate to the severity of their actions. The faculty and staff is made up of Typics and Evolutes of various power levels.

Upon graduating from the Carrie Institute, students are issued their first ID cards with their T-ranking. T3-T5 Evolutes are permitted to return home (often accompanied by a “Homecoming” celebration with their families.) Those ranked T1 and T2, however, are required to remain at the Carrie Institute until the age of 18, to ensure that they learn to properly control their powers.

Amelia Carrie’s Institute for Life and Science takes up the remainder of the building. This is the premier research facility in Ark City. A governmental agency, this facility runs research projects of every shape and size. Like its sister, the DEA, it is often run on a “need to know” basis, and has different clearance levels based upon position and seniority. Their primary focus is on ways to make Ark a better, safer, and more functional city. Because of this, they have divisions that range from “humane weaponry” to “neonatal care”. Like the DEA, Amelia Carrie’s Institute for Life and Science is home to hundreds of jobs from researchers, librarians, and laboratory assistants to psychologists, clerks, and human resource personnel.

Evolute Civil Liberties Union (ECLU)

The ECLU is a pro-equality group dedicated to protecting the civil rights of Evos through legal means. They work to provide legal assistance, advocate for Evo rights, and work to educate the public. While they always put their best foot forward, they are struggling against an engrained system that has been around since Evolute’s came into existence. They seek equality, not supremacy, and peace with Typics, not war. The ECLU does not believe in violence and has an open book policy in regard to their activism and agendas.

Evolute Liberation League (ELL)

Once a part of the ECLU, these self-described freedom fighters grew frustrated by the lack of change in Ark City and splintered off. While they claim to be only slightly more assertive in their beliefs than the ECLU, a growing number have been taking the law into their own hands and will use any means necessary to stop the perceived oppression of Evolutes. These activities are much more underground as the ELL has a reputation that causes many people, evolute and typic alike, to become uncomfortable.

While not particularly organized at the moment, rumors of a radical leader cause a growing concern among the populace. The group tends to be mostly Evos. While there are sympathetic Typics among them, not all Evos welcome their help. This group has a mixture of those who support equality between all classification of people and those who believe that evos are innately better than Typics.

Typics United (TU)

Typics United is a broad term for a group with a large range of beliefs. From those who believe that the way Ark runs is perfectly fine to those who believe that every evolute should be a slave to their Typic masters, Typics United is anything but united in regard to beliefs. Many Typics United members are happy with the status quo. They like Ark as it is and see the evolute laws and right limitations as necessary for maintaining peace and safety. Because of this, the public, less extreme segments of Typics United has lobbyists, recruiters, and spokespeople that encourage laws that keep Evolutes subjugated and condemn laws that promote full equality.

The extremists, however, meet primarily behind closed doors and only with members of the group they know have beliefs and hatred that match their own. Trying to leave the tight-knit group of extremists can be dangerous and even life-threatening. It goes nearly without saying that this faction does not allow evolute members in its extremist sections, and likewise will be incredibly weary of evolutes even in its most public identities.

The Church of Malachi

The Malachites have their origins in the plague year. As the name might suggest, they worship Malachi as a messiah-figure. They believe that he is their savior, and that one day, when the Earth is cleansed and mankind is deserving, Malachi will return to remove the Dome. While this group started off as a small band of dedicated followers who wrote down the details of Malachi’s life and times as best they could, the last thirty years or so have seen the Malachites gain a pretty steady foothold in Ark--along with a degree political power. Unorganized, the large number of Malachites in the city when banded together by a cause can turn the tides of a vote.

Gomorrah Cartel

An organization made up primarily of the Gomorrah family (and its friends). While they are not aggressively dangerous, and mostly out for money and power in the underground, they have been known to harm or kill people in rival crime rings and members of other factions who dare to interfere with them. The Gomorrah Cartel specializes in the acquisition, production, and dissemination of drugs of every sort (legal and safe to illegal and deadly) to the general public. While they will certainly take money, this Cartel often deals in secrets, promises, and favors.

The Cartel also hosts an illegal cage fighting circuit throughout Ark City. The Cartel’s hierarchy and jobs vary widely (including those loyal to the Cartel who work for other parts of the city’s infrastructure). The Cartel does not discriminate against evos and will gladly have an evolute help them in their business transactions (if they can prove their loyalty), but much of the Cartel’s memberbase does not trust evolutes in general and sees them more as tools than as people.

The Entente

The Entente is not a group so much as a network. There is little comradery innate to being in this group. Unlike members of the APD or DEA, the Entente does not get drinks with other members after work. However, each member of the Entente receives an abridged list of encrypted contacts loyal to the Entente. Listed by codenames based on ability, this list is to be utilized only on a per-objective basis. Most members of the Entente are focused on their own gain. Members of the Entente are contacted via encrypted holo or a telepath.The Entente’s main business in the criminal world is the trafficking of skills and products (especially weapons and money).

The Entente contacts their patrons, not the other way around. Usually in the form of an encrypted holo message that reads simply “We can help.” The Entente will do anything for the right price, from assassination, theft, and interrogation to chasing off stalkers, finding fugitives, and working as a security detail. The Entente accepts all people with applicable skills into its ranks and does not in any way discriminate against Typics or Evolutes.
